:) That's Ryo's older brother, Shiryaku.
They have the same pendants (given by their mother) and parallel tatoo's, only in mirror image. He's also the leader people that'll make the rebellion against King Endymion.
He normally will wear a proper uniform + Japanese bottom, but I took off his top here for the purpose of fanservice ^^
